Sovetskaya Gavan’ sits on the coast of Khabarovsk Krai, where the Tatar Strait separates the Russian mainland from Sakhalin. From above, the defining shape is the harbour itself: a large natural bay that splits into several long inlets pushing inland. The town has no single centre. It spreads along these inner shores in separate districts, and taiga-covered slopes rise behind them.
The bay was known in the nineteenth century as Imperatorskaya Gavan, the Imperial Harbour, and was renamed in the Soviet period.
