Chlef lies in the valley of the Chelif, Algeria's longest river, between the coastal mountains and the Ouarsenis range. On a map the city spreads across flat land beside the river, with a largely regular street layout and wide roads. Farmland fills the valley beyond the urban area, giving the city a clear outline.
The city's history is marked by earthquakes. Known as Orléansville during the colonial period, it was badly damaged in 1954, then renamed El Asnam after independence and devastated again by a major earthquake in 1980. It was rebuilt and renamed Chlef, and much of today's layout reflects that reconstruction. The site was earlier occupied by the Roman settlement Castellum Tingitanum.

After the 1980 earthquake, much of the city was reconstructed, and its wide streets and regular blocks reflect that period of rebuilding.
