Hokmali lies on the Absheron Peninsula, the finger of land that pushes into the Caspian Sea around Baku. From above, the town appears as a loose grid of residential streets and walled courtyards spread over dry, lightly undulating terrain, with larger roads linking it to the capital and to the neighbouring settlements of the peninsula.
The landscape shapes the map more than any single monument. Semi-arid ground, scattered gardens and long straight access roads give the drawing an open, airy feel, with dense clusters of houses thinning out into empty land.
