Nilagiri is a town in Balasore district in northern Odisha. It sits where the flat coastal plain meets a line of forested hills to the west. Until 1948 it was the capital of Nilgiri State, one of the princely states of Odisha, and the town grew up around its royal seat.
On the map, the hills form a dark, empty band along one side, with only a few roads threading into them. The town spreads out on the lower ground, and roads and field boundaries continue east toward the Bay of Bengal coast.
