Novopavlovsk is a town in the east of Stavropol Krai in southern Russia. It serves as the administrative centre of Kirovsky District. The land here is open and flat, with the foothills of the Caucasus far to the south. On a map, the town spreads across the plain in broad, regular blocks, the kind of layout common to southern Russian settlements that grew from farming villages.
The streets are long and straight, crossing at right angles. Individual houses with gardens fill most of the blocks, so the grid looks airy rather than dense.
