Xinmin sits on the broad, flat plain of central Liaoning. Because the land is level, the city has spread with few natural obstacles, and the map shows a compact core of mostly regular blocks surrounded on all sides by fields. Main roads and the railway pass through in long, straight lines, and the edges of the built-up area are sharp against the farmland around them.
Xinmin is a county-level city under the administration of Shenyang, the provincial capital, which lies a short distance to the east. Its position on the main transport routes running west from Shenyang toward the Liaoxi region and on toward Beijing has shaped its growth, and those corridors are the strongest lines on the map.
