Horten sits on the west side of the Oslofjord in Vestfold, where the land meets the fjord in short points and sheltered bays. From above, the town is compact. A tight core of streets runs down toward the harbour, and residential areas and farmland spread inland behind it. On a map the fjord takes up a large share of the frame, so the eastern edge is mostly open water and irregular shoreline.
The town grew up around the navy. Karljohansvern, the naval yard on the point east of the centre, was the main base of the Royal Norwegian Navy until the 1960s. Its old buildings now house the Navy Museum, one of the oldest naval museums in the world.
