Hwadae lies in North Hamgyong province on the northeastern coast of North Korea, facing the East Sea. It is the administrative centre of a largely rural county, and on a map the town appears small and regular, a few straight streets organised around its core, with farmland and villages spreading along the valleys that run inland from the shore.
The terrain rises quickly away from the coast into the mountains of the Hamgyong region, so roads and settlements favour the flatter strips near the sea and along rivers.
