Tolosa lies in the Oria valley in the province of Gipuzkoa, where the river winds along a narrow valley floor between wooded slopes. The town stays close to the water. For a short time in the nineteenth century Tolosa was the capital of Gipuzkoa, and its compact centre still reflects that civic role, with squares and arcaded streets near the river.
