Belëv stands on the Oka River in the southwest of Tula Oblast, one of the older towns of central Russia, with a first mention in the chronicles in 1147. From above, the river dominates: it curves past the town, and the streets climb from the low floodplain onto the higher bank, cut here and there by ravines.
The town is known in Russia for Belëv pastila, a light baked apple confection made here since the nineteenth century. The poet Vasily Zhukovsky was born in the village of Mishenskoye nearby. The historic centre keeps a traditional provincial layout, with churches and old merchant streets near the river.
