Algiers wraps around a broad crescent bay on the Mediterranean, and its streets rise from the water in layers, following the hills of the Sahel behind. From above, the city looks like an amphitheatre: long waterfront avenues at the bottom, then switchbacks and winding roads climbing toward the heights of El Biar and beyond.
