Fukuroi lies in western Shizuoka Prefecture, on the Enshu plain between the cities of Kakegawa and Iwata. From above, the town centre is a compact cluster of streets around the railway station, surrounded by rice fields, residential districts and low wooded hills to the north. Rivers cross the plain on their way south toward the Pacific.
The town grew as Fukuroi-juku, the twenty-seventh of the fifty-three post stations on the old Tokaido road between Edo and Kyoto. Traces of the historic route still run through the town.
