Mutsu is the largest city on the Shimokita Peninsula, the axe-shaped northern tip of Aomori Prefecture at the far end of Honshu. The city lies along the northern shore of Mutsu Bay, and its map is defined by the meeting of a calm inner bay, a flat coastal strip and forested hills that climb toward the peninsula's volcanic interior.
The urban area is spread out along the shore. The central district of Tanabu has a regular pattern of streets, while Ōminato, to the south along the bay, grew around the harbour that hosts a base of the Japan Maritime Self-Defense Force. Roads and railway run along the coast and tie these districts together.

Roads climb inland into forested, mostly empty highlands toward the caldera of Mount Osore, leaving a large calm area on the map around the city.
