Rivera, in northern Uruguay, forms one continuous urban area with the Brazilian city of Santana do Livramento. There is no fence or river between them. The international border runs along streets and through a park, and residents cross it constantly in the course of their day. On a map the two cities read as one, with the boundary only a faint line through a continuous street network.
The Parque Internacional sits directly on the border, a green space that belongs to both countries. Around it, Rivera's grid spreads south and west over gently rolling land, with low hills rising around the town. The surrounding countryside is the open grassland typical of the Uruguayan and southern Brazilian interior, crossed by roads that lead out to farms and ranches.
