Xininglu is in northern Xinjiang, on the long band of land where the northern slopes of the Tian Shan fall toward the Dzungarian Basin. Across this belt, snowmelt rivers from the mountains feed a chain of oases and towns. Settlement usually follows the water and the east–west transport routes.
On a map, the place has the planned, practical look found across much of this region. Straight roads and regular blocks are laid out on flat ground, surrounded by large rectangular fields and shelter-belts of trees. Beyond the cultivated land, the network fades into open steppe and desert toward the basin, and the mountains rise to the south.
