Jember lies on the fertile lowlands of eastern Java, between the volcanic mountains to the north and the Indian Ocean coast to the south. The city grew as a centre of the colonial plantation economy, and tobacco remains its best-known crop. On the map, the urban area forms a compact core of streets around the main square, with roads running outward in several directions toward surrounding towns and fields.

Rivers flow through the city from the uplands toward the sea, cutting soft curves through the grid of streets and neighbourhoods. The pattern mixes the planned blocks of the older centre with the looser growth of kampungs and newer residential areas. Jember is also known for the Jember Fashion Carnaval, an annual street parade whose elaborate costumes have drawn attention far beyond Indonesia.
