Rumoi lies on the west coast of Hokkaido, where the Rumoi River reaches the Sea of Japan. On a map, the river mouth and the harbour shape the whole town. Breakwaters reach out into the sea, the river curves in from the east, and the streets form a compact grid on the flat ground around the port. Low hills rise behind the town and continue into forest and farmland inland.
Rumoi grew as a port during the herring fishing boom, and it is still known in Japan for kazunoko, salted herring roe. North of the harbour, the coast turns into cliffs at Cape Ogon, a well-known spot for watching the sun set over the sea. The port and coastal road link Rumoi with smaller fishing towns along the shore.
