Seen from above, Toay is a tidy rectangle of blocks laid across the flat La Pampa plain. Its streets run in the regular chessboard pattern common to Argentine towns founded on the old frontier, with a central plaza anchoring the grid and wider avenues marking the way out of town. Beyond the last blocks, the lines thin into rural roads and field boundaries that stretch toward the horizon.
Toay sits only a short drive west of Santa Rosa, the provincial capital, and on a map the two read almost as one settlement joined by a highway corridor. It is the seat of the department that shares its name, and much of its growth has come from people choosing a quieter base close to the city while keeping the open country at their back.
