Fukuroi lies in western Shizuoka Prefecture, on the Enshu plain between the cities of Kakegawa and Iwata. From above, the town centre is a compact cluster of streets around the railway station, surrounded by rice fields, residential districts and low wooded hills to the north. Rivers cross the plain on their way south toward the Pacific.
The town grew as Fukuroi-juku, the twenty-seventh of the fifty-three post stations on the old Tokaido road between Edo and Kyoto. Traces of the historic route still run through the town. A Fukuroi map poster shows the old road alongside the Tokaido Main Line and the Tomei Expressway, three generations of travel crossing the same plain.
In the hills stands Shizuoka Stadium Ecopa, which hosted matches at the 2002 FIFA World Cup and the 2019 Rugby World Cup, where Japan beat Ireland in a well-remembered upset. Nearby temples, including Hattasan Sonjiji, draw visitors to the wooded slopes. Tea fields on the surrounding hills are characteristic of this part of Shizuoka.
