Matsusaka sits on the western shore of Ise Bay in Mie Prefecture, and on a map it reads as two landscapes joined together. To the east lies a low coastal plain of rice fields, rail lines and dense streets. To the west the municipal boundary climbs into steep, folded mountains, where roads thin out into single lines tracing narrow valleys.
The historic centre grew around a hilltop castle laid out in the late sixteenth century by the warlord Gamō Ujisato. The castle's stone walls still stand in a park. Around them, the merchant quarter keeps a pattern of narrow, closely packed blocks. Local traders from this district later ran major businesses in Edo, and the town is also linked with the scholar Motoori Norinaga, whose former house is preserved near the castle.
