Nevel'sk lies on the south-western coast of Sakhalin Island, facing the Tatar Strait. On a map it is long and narrow, a ribbon of streets running along the shore with hills rising close behind. The harbour, protected by breakwaters, forms the clearest geometric shape in the composition, projecting into the sea from the town's waterfront.
The town was founded during the Japanese period of southern Sakhalin under the name Honto and was renamed after the navigator Gennady Nevelskoy. Fishing and the port have long shaped its life. In 2007 an earthquake caused serious damage here, and parts of the town were rebuilt. The harbour breakwater is known for a colony of sea lions.
