Pulilan lies in the province of Bulacan, north of Manila, on the broad, flat lowland of Central Luzon. On a map the town centre forms a small cluster around the church and plaza, from which roads extend outward to the surrounding barangays. Much of the land between them is still given to rice fields, so the built areas appear as strings of houses along the roads.
The North Luzon Expressway passes through the area, and its interchange connects Pulilan to Manila and to the provinces further north. Creeks and irrigation channels cross the fields in thin winding lines, adding movement to a very level landscape.
