Haeju is the capital of South Hwanghae province in the southwest of North Korea, close to the inter-Korean border. It sits at the head of Haeju Bay, an inlet of the Yellow Sea, where the coast breaks into peninsulas, tidal flats and small islands. On a map the city fills a narrow plain between the water and the hills that rise to the north.
The urban core is arranged around a few broad avenues and a harbour area along the shore. Residential blocks extend toward the higher ground, and rail and road lines lead inland along the valleys. The coast here is so irregular that the outline of land and sea is often the most striking element on any view of the area.
