Thoubāl lies in the Imphal Valley in Manipur, south-east of the state capital. From above, the town lines the Thoubal River and the main road through the valley. Houses and compounds are set among trees and ponds, and flat paddy fields spread outward toward the hills that surround the valley.
The town is the headquarters of Thoubal district and a local centre for trade and administration. Life here is closely tied to rice farming and to the river, which floods the low fields in the wet season and shapes how the town has grown.

The main road through the Imphal Valley crosses the town. It forms the clearest straight line among the more organic shapes of fields and water.
