Haeju is the capital of South Hwanghae province in the southwest of North Korea, close to the inter-Korean border. It sits at the head of Haeju Bay, an inlet of the Yellow Sea, where the coast breaks into peninsulas, tidal flats and small islands. On a map the city fills a narrow plain between the water and the hills that rise to the north.
The urban core is arranged around a few broad avenues and a harbour area along the shore. Residential blocks extend toward the higher ground, and rail and road lines lead inland along the valleys.
