Novoul’yanovsk lies south of Ulyanovsk on the right bank of the Volga, where the river has been widened into the Kuybyshev Reservoir. On a map the town sits on high ground above the water, with its streets arranged in the planned blocks typical of Soviet-era industrial settlements. The broad reservoir fills much of the frame to the east, a vast, calm surface.
The town grew up around a large cement plant built to use local raw materials, and for decades the works were the centre of its economy and identity. Housing districts were laid out close to the plant, and the map still shows that relationship: an industrial zone, residential blocks nearby and roads linking both to Ulyanovsk.
