Tehri, in the Garhwal hills of Uttarakhand, has two stories. The old town, once capital of the princely state of Tehri Garhwal, lay in the valley where the Bhagirathi and Bhilangana rivers meet. It was submerged when the Tehri Dam, one of the tallest in India, filled its reservoir. Residents were resettled in New Tehri, built higher on the mountainside.
From above, New Tehri is shaped entirely by the slope. Roads switchback across the hillside, and buildings cluster on terraces cut into the mountain. Below, the reservoir stretches along the valleys in long, branching arms, a narrow lake that follows the course of the drowned rivers deep into the hills.

Roads climb and descend the hillside in tight zigzags, drawing a pattern of hairpin bends that is one of the most recognisable features of hill towns.
Terraced settlement
New Tehri is built in layers along the mountainside, with streets and buildings following the contour lines, so the town appears as stacked bands on the slope.
