Toktogul lies in the Ketmen-Tobo valley of Jalal-Abad Region, in western Kyrgyzstan, near the shore of the reservoir that shares its name. The reservoir was created by a large dam on the Naryn River, completed in the Soviet period. It now dominates the landscape with a broad sheet of water surrounded by mountain slopes.
The town is named after Toktogul Satylganov, the celebrated akyn, or oral poet, who was born in this region in the nineteenth century. On a map, the settlement appears as a compact grid of streets on the valley floor. The main road between Bishkek and Osh passes close by as it follows the terrain between the mountains and the water.
