Andorra la Vella lies at about 1,000 metres in the Pyrenees, making it the highest capital city in Europe. From above, the mountains dictate its entire form. The town fills the floor of a narrow valley, with streets running lengthwise beside the river. The slopes on either side rise so steeply that buildings quickly give way to forest and rock.
The Gran Valira river runs through the middle of the valley, and the main road follows it, carrying traffic toward the higher valleys in one direction and toward Spain in the other. To the east, the town merges into Escaldes-Engordany, so on the map the two form one continuous urban strip. Side streets zigzag up the hillsides in tight hairpins wherever the ground allows.
Andorra is a co-principality, and its heads of state are the Bishop of Urgell and the President of France. Its parliament has long met in the Casa de la Vall, a stone house in the old quarter.
