Kelar, also written Kalar, lies in the Garmiyan area of the Sulaymaniyah Governorate in the Kurdistan Region of Iraq. It sits in a broad, open landscape where the plains meet the first foothills of the Zagros, and its map shows a town that has grown along the banks of the Sirwan River.
The river, known further downstream as the Diyala, runs past the town and gives the map its main natural line. Around it, the streets form a mostly regular pattern of blocks and avenues, with newer districts laid out in planned grids on the flat ground at the edges.
