Shili lies in the southern part of Gansu Province, in the mountainous country where the Loess Plateau gives way to the ranges of the western Qinling. Here settlements follow the valleys because there is little flat land anywhere else, and the map reflects that: a narrow band of streets aligned with the valley and its road, with slopes rising close on either side.
In this kind of terrain, the town plan is shaped by contour lines as much as by planning. The main streets run lengthwise through the valley, short lanes climb towards the hillsides, and farmland is fitted into terraces and small plots wherever the ground allows.
