Torres sits at the northern end of Rio Grande do Sul's coastline, where the Mampituba River marks the border with Santa Catarina. On a map the town lies between the river mouth, a straight stretch of Atlantic beach and a group of basalt headlands that interrupt the long, smooth southern Brazilian coast. The streets form a fairly regular grid behind the seafront.
The town takes its name from these rock formations, which rise as cliffs along the shore. They are protected in the Guarita state park. Just offshore lies Ilha dos Lobos, a small island that is a refuge for sea lions. Torres is a popular summer resort and also hosts a well-known hot-air balloon festival.
