Xininglu is in northern Xinjiang, on the long band of land where the northern slopes of the Tian Shan fall toward the Dzungarian Basin. Across this belt, snowmelt rivers from the mountains feed a chain of oases and towns. Settlement usually follows the water and the east–west transport routes.

Beyond the cultivated land, the network fades into open steppe and desert toward the basin, and the mountains rise to the south.
