Candelaria lies on the low, level ground of northern Puerto Rico, in the municipality of Toa Baja. From above it reads as residential fabric: curving streets, closed loops and cul-de-sacs laid out in blocks of houses, crossed by a few busier roads that carry traffic toward the coast and the San Juan metropolitan area. Because the land is flat, the plan is set by how the subdivisions were designed rather than by hills.
Toa Baja sits on the coastal plain where the Río de la Plata, one of the island's longer rivers, reaches the Atlantic. Across the municipality, open ground, drainage channels and wetland stretches break up the housing, and the land has a long record of flooding. On a map, these gaps show as quiet areas between the neighbourhoods that give the dense residential pattern some room.
Toa Baja is also home to Levittown, one of the large planned suburban communities built on the island from the 1960s, and much of this part of the municipality shares that postwar suburban layout.
