El Eulma lies on the high plains of north-eastern Algeria, east of Sétif, on the main road toward Constantine. The land here is wide, open and gently rolling, farmed largely for cereals, and the town spreads across it with few natural obstacles. The result is a fairly regular street pattern of long avenues and rectangular blocks, extending steadily outward as the town has grown.
During the colonial period the town was called Saint-Arnaud, and it took its present name after independence. Today El Eulma is known across Algeria as a major commercial centre, and its wholesale and retail district draws traders and shoppers from many other wilayas. That commercial role has fuelled rapid growth and a large amount of new building at the town's edges.
