Seppa is the headquarters of East Kameng district in Arunachal Pradesh, set in the eastern Himalayan foothills. The town lies in a valley of the Kameng river, and on a map that valley defines everything. Streets run along the flatter ground near the water and climb in switchbacks up the slopes, with forested ridges pressing close.
Like many hill towns in Arunachal, Seppa is both an administrative centre and a market for the surrounding villages. Roads are few and follow the terrain, so the connections to the rest of the state are long, winding lines that follow rivers and ridges.
