Puli sits in Nantou County in a broad basin enclosed by forested mountains. It is commonly described as the geographic heart of Taiwan, and a monument in the town marks that claim. From above, the town is a dense block of streets on the flat valley floor, with farmland around it and steep, contour-heavy slopes on every side.
The street pattern is fairly regular because the basin is flat. Straight roads cross each other at right angles, and a few main arteries lead out through gaps in the hills toward Taichung and Sun Moon Lake. Small streams run across the basin floor. At the edge of the built area, the town grid gives way to field boundaries and then to the mountains.
