Kotli lies in southern Azad Kashmir, where the Poonch River runs through a valley surrounded by hills. The town follows the water. From above, streets bunch together on the flatter land near the river and then thin out along roads that climb the hillsides.
There is no neat grid here. Lanes curve with the ground, and the main roads follow the valley rather than cutting across it. The river is the clearest line on the map, and the town is built on either side of it within a basin of higher ground.
