Naharlagun lies in Papum Pare district of Arunachal Pradesh, a short distance from the state capital, Itanagar, and the two towns form the capital region together. The town fills a valley among the forested foothills of the eastern Himalaya. On the map, its streets gather along the flatter ground by the river before climbing into the slopes around it.
The terrain shapes the layout. Main roads follow the valley floor and connect to Itanagar, while side streets rise steeply into residential areas above. Naharlagun is also the railhead for the capital region. Its railway station opened in the 2010s and connected the capital area of Arunachal Pradesh to the national network for the first time.
