Norwood is a small independent city in Hamilton County, Ohio, surrounded almost entirely by Cincinnati. At first glance it looks like part of the larger city on the map, with the same tight blocks of houses on narrow lots and streets climbing over rolling ground. But its boundary encloses a distinct community with its own government, schools and main street.
Interstate 71 runs through Norwood as a broad band that divides its street grid. For much of the twentieth century this was an industrial city, and a large General Motors assembly plant operated here until 1987. Norwood also gave its name to a 2006 Ohio Supreme Court ruling on eminent domain, which limited the use of economic development as a reason to take private property.
