Noyabrsk lies in the south of the Yamalo-Nenets Autonomous Okrug, deep in the West Siberian lowland. From above it is clearly a planned city: wide, straight avenues and large rectangular microdistricts set down within a landscape of forest, bog and countless small lakes.
