Qulsary, formerly Kulsary, is a town in Atyrau Region in western Kazakhstan. It is the administrative centre of Zhylyoi District and lies on the Emba River in the flat, dry steppe north-east of the Caspian Sea. From above, the landscape is almost featureless for long distances. The town stands out as a clear block of streets, with the river winding past it.
Qulsary's growth is closely tied to the oil industry. The district is home to some of Kazakhstan's major fields, including Tengiz to the south-west, and the town serves as a base for that work. The street plan is largely regular, with straight roads and planned residential blocks. Rail and road links run across the steppe to the wider region.
