Frolovo lies in the north of Volgograd Oblast, in the open steppe country between the Don and the Volga. The town grew up as a railway settlement, and on a map the rail line still acts as its main axis, with yards and sidings running through the middle and residential streets arranged in grids on either side. A small river winds along the edge of the town, adding the only curved lines to the plan.
The landscape around Frolovo is broad and flat, with farm fields, shelter belts of trees and long straight roads stretching toward the horizon. The town serves as a local centre for the surrounding district, with industry tied to the railway and the region's agriculture and oil production.
