Tobelo sits on the northeast coast of Halmahera, the largest island in North Maluku. From above, the town is a strip of streets running along the bay. The sea fills one side of the map and forested hills rise behind the other. Small islands lie just offshore, and their outlines give the water a rhythm that most coastal towns lack.
Tobelo is the administrative seat of North Halmahera Regency, and the port links it to boats that move between the islands. The street pattern is simple. A main road follows the coast, and shorter streets run inland from it toward gardens and higher ground. The piers reach out into the bay as thin lines.
