Hirakata lies in northeastern Osaka Prefecture, on the southeast bank of the Yodo River. From above, the river forms a broad, straight boundary to the northwest, with embankments and riverside fields along it. From there the city spreads inland over low hills in a dense pattern of residential streets, rail lines and housing estates between Osaka and Kyoto.
In the Edo period Hirakata was a post town on the Kyōkaidō, the road between Osaka and Kyoto, and a stopping point for boats on the Yodo. Today the Keihan railway follows much the same route. Across the Kansai region the city is known for Hirakata Park, one of the oldest amusement parks in Japan.

Inland, low hills hold postwar housing estates and campuses. Their curving roads and cul-de-sacs contrast with the straighter streets near the river.
