Valparaíso is Chile's historic port, set around a broad bay on the Pacific. Its map has two very different parts. Along the water lies El Plan, a thin band of level ground, much of it reclaimed from the sea, where straight streets run parallel to the shore. Behind it rise the cerros, an arc of steep hills where streets zigzag, split and climb in every direction.
The hills are linked to the port below by funicular lifts known as ascensores, several of them more than a century old, and by countless stairways and passages. The historic quarter was inscribed as a UNESCO World Heritage Site in 2003, and the city is also the seat of Chile's National Congress, which has met here since 1990.
