Artigas is the capital of Uruguay's northernmost department and sits on the southern bank of the Cuareim River, which forms the border with Brazil. Directly across the water is the Brazilian town of Quaraí, and a road bridge joins the two. On a map, the pair look like one settlement split by a winding green line, each side with its own grid.
