Penza lies on the Sura River in the Volga region of European Russia, southeast of Moscow. It was founded in 1663 as a fortress on the country's southeastern frontier, where the small Penza River meets the Sura. The historic centre stands on higher ground above the river, and the broad valley opens below it with meadows, old channels and bridges leading across.
The central streets follow an orderly pattern typical of Russian provincial capitals. Moskovskaya Street, largely pedestrian, runs as a long spine through the heart of the city. Beyond the core, districts spread across both banks and are joined by bridges, with the river meandering between them through floodplain meadows. Residential areas of later decades extend outward in larger, looser blocks.
