Oued Rhiou lies in the Relizane province of northwestern Algeria, in the valley of the Chelif, the country's longest river. From above, the town sits on the flat valley floor, surrounded by farmland. Roads run east and west along the valley, and hills rise to the north and south.
The town takes its name from the Oued Rhiou, a tributary of the Chelif. During the colonial era it was called Inkermann. The layout mixes a regular grid of streets from that period with newer neighbourhoods that have grown outward along the main roads in a looser pattern.
