Kulunda lies in the west of Altai Krai in Russia, on the broad plain known as the Kulunda Steppe, not far from the border with Kazakhstan. The land around it is almost perfectly flat, given over to farming and grazing, and the settlement's shape reflects that. Streets run in long straight lines, laid out with little to bend them.
The railway plays a central role. It crosses the steppe here and gives the town its main axis, with the station area and tracks forming a strong band across the plan. Residential blocks, many made up of individual houses with gardens, extend in a regular pattern on either side.
